CEA provides planning and implementation support to help activate BC’s Local Government Climate Action Program
The Local Government Climate Action Program provides funding to local governments and Modern Treaty Nations for climate initiatives. This funding supports timely action to reduce greenhouse gas emissions, prepare communities for the impacts of a changing climate, and create new opportunities for people in the clean economy.

Support with LGCAP reporting
The reporting period for communities runs from April 15, 2026, through to the end of July 2026. CEA can help communities prepare their online surveys and emissions calculations.

Support with planning and implementation
CEA planning and research staff can provide a variety of services to help communities plan and implement local climate mitigation, adaptation, and resilience initiatives. These services qualify as LGCAP-eligible expenses.
| Corporate Energy and Emissions Plan | Delivery of a full plan covering your corporate operations, including: corporate energy and emissions inventory and modeling; reduction target setting; staff engagement; actions development and implementation resources.

| EV-Ready Corporate Fleet Plan | Electric vehicle fleet and charging infrastructure assessments.
Estimated Price: from $15,000. May qualify for BC Hydro EV Ready Fleet Plan’s 50% rebate.

| Shared Corporate Energy Manager | CEA offers a Shared Corporate Energy Manager service to communities over a 2-year period. During this time, you will receive baseline data analysis, strategic energy management planning, energy assessments and implementation of measures to reach electricity-saving targets.

| Community Climate Action Plan | Delivery of a full plan, including: community-wide energy and emissions inventory and modeling; reduction target setting; community engagement; actions development and implementation resources; integration of co-benefits and equity considerations.

| Community Energy and Emissions Inventory | Compile community inventory using BC’s CEEI data and additional datasets provided by local government staff.

| Climate Risk and Vulnerability Assessment | Report includes: local climate projections and hazard analysis; GIS mapping; assessment of exposure and sensitivity of natural and built systems and vulnerable populations; participatory development of impact scenarios and evaluation of vulnerability, adaptive capacity, and likelihood and consequence; and identification of top-priority climate risks to guide adapatation planning.

About the LGCAP
The Province of BC’s Local Government Climate Action Program (LGCAP) provides funding to BC local governments and Modern Treaty Nations. Eligible initiatives are aligned with the CleanBC Roadmap to 2030 (PDF, 9MB) and the Climate Preparedness and Adaptation Strategy.
LGCAP replaced the former Climate Action Revenue Incentive Program (CARIP) that ran from 2010-2021. In 2024, the Province allocated three years’ worth of funding in a lump sum. To date, more than $120 million has been disbursed.
Spending deadline
LGCAP funds are to be spent by March 31, 2028 on climate action staffing and initiatives.
Annual reporting requirements
CEA can support local governments with fulfilling their LGCAP annual reporting requirements.
April 15 to July 31: Recipients must complete and submit the LGCAP online survey and attestation form (provided to the primary contact by the Province). The following information is required:
- Corporate and community-level projects, including those related to buildings, transportation, community climate planning and related investments, climate resilience.
- For local governments with populations exceeding 5,000: Measure and report GHG emissions from traditional services, including those from contracted services. Local governments with populations under 5,000 are encouraged to report.
- A Chief Financial Officer, or equivalent position, must sign the attestation form at the end of the survey.
- This survey and attestation form must be published publicly by Sep. 30, 2026.
